Executive Summary
Dr Mulwa is a medical doctor and holds a Bachelor of Medicine and Bachelor of Surgery (MBChB) degree from the University of Nairobi with over 10 years experience in public health sector management. He also holds a Master of Science in Strategic Management from Jomo Kenyatta University of Agriculture and Technology (JKUAT).
He has trained in International Executive Management course on Decentralization of Health offered at the Harvard School of Public Health, Boston, Massachusetts, USA. He has also undertaken an executive course on Improving Quality of Healthcare offered at the Harvard School of Public Health, Boston, Massachusetts, USA. He was the pioneer graduate of an executive course on Managing Markets for Health offered by the University of Edinburg/Worldbank in New Delhi, India.
As the CEC for health in Makueni, he oversaw an admirable improvement of health system in the county with the establishment of Makuenicare, a county based UHC program being the hallmark of such success.
Current Focus
As the Ag Director of Medical Services/Preventive & Promotive Health, His current focus is to ensure success of Universal Health Coverage by utilizing the opportunities arising from devolution of Health to improve and ensure effective, efficient, quality and affordable provision of highest attainable standards of health to the people of Kenya as enshrined in the Constitution of Kenya, 2010.
